Correction: a simulation means looking for alternatives to a situation in economics. that's why I use that word to characterized the 'monetary policy alternatives' in the Blue Book.

That's not the point.

The US Federal Reserve being a central bank, they have their own accounting system where all the dollars put in circulation are accounted for - I think that THAT would be their "USD book"
They would also have other assets on their "books" gold reserves, possibly foreign currencies reserves etc.
For a private / commercial company that would be the meaning.
