I am skeptical. Why? Because the definition of 'actions de roulement' and that of 'rollover shares' do not coincide.

Une action de roulement est une action habituellement prioritaire en ce qui a trait au versement des dividendes et au remboursement consécutif d’une éventuelle liquidation. Cette action est généralement non-votante.

Rollover Shares means the Shares (including Shares underlying ADSs) that are held by the Rollover Shareholders, which will, in accordance with the terms of the Plan of Merger, continue to exist after the Merger and shall become validly issued, fully paid and non-assessable ordinary shares in the Surviving Company.

In financial correspondence 'actions' in French are 'shares' connected with invested money. Since it's about necessary money deposited
('verser les sommes nécessaires')
as well as the purchase and re-purchase of all shares in circulation
('pour acheter ou racheter toutes les actions en circulation')
a 'turnover of stocks and shares' might be an appropriate description.
