Annual Pollution Load Certificate

European document cited below has "pollution load" listed as the translation for "carga contaminante". I also saw "pollutant load" (this was in the U.S. EPA document).

I think because the emission tests are done by an independent entity rules out "declaration" as a translation for "certificado"; however, I think "statement" could also be a valid translation.
