I understand "rätt" as "right", of course, but what does "sem" (or "sem.") mean?

: See the ref posted by SafeTex in the discussion. In Sweden, the right to annual leave is not accrued however the right to paid annual leave is accrued.

This is what the equivalent Norwegian term "ferierett" is in English, according to my dictionary.

: Admittedly the asker is in the US, but vacation - and despite Americo-centric dictionary entry, is an exclusively US Am. term vs. holiday elsewhere in the ENG-speaking world including Canada.

you will see that it is much more a basic right of 25 days which is then used to make calculations. It is NOT an accrued right but a legal right, at least in the above document.
This is probably why the answer last time on Proz was different to "accrued vacation" and more in line with what I'm saying
