My question is about 了 in this sentence. I have the following as my translation:

If the state’s purchasing and storage continue to be implemented, firstly, there will be insufficient warehouse storage; secondly, according to the current situation, the price inversion will inevitably cause farmers to grow more, and the future corn surplus situation will be even more serious if the price is not adjusted; thirdly is that the backlog of state inventories that cannot be sold has caused great financial burden.

However, it doesn't seem to make sense that the sentence starts off "if...continue to be implemented" and then the final clause is talking about the past tense.

Could anyone advise?
