@Rowena Galavitz I think musical arrangements is sufficient, it does not mention arreglos "únicos" and I do not think it would be a good idea to add such a word that does not appear in the original text. Thank you Rowena.

I think my original suggestion stays true to the Spanish and captures the situation, but as Phil points out, it could be a bit misleading. What about, "a new procedure for registering unique musical arrangements of works in the public domain"?

@philgoddard If you disagree with Rowena, what alternative would you think is better? I think the arrangements refer to musical arrangements, which are in the public domain and have to be registered for rights to be recognised. Do you disagree with me?

Hi, Eileen! My impression is that the text is talking about registering musical works with an organization that oversees copyright issues. In this case, it appears to be a specific arrangement of a work that has been up until that moment in the public domain. The implication would be that the new musical arrangement makes it an original work based on the previous one, thus necessitating registering it with the copyright office or the like. This would be something like registering a translation. The original book might be in the public domain, but your translation of it would need to be copyrighted.
