استقرار العوائد عليه

How would you translate استقرار العوائد عليه in the passage below from a classical text about the author's views on education? The author is talking about students having to learn Islamic jurisprudence meticulously by learning several commentaries on a single text and learning different tariqas all of which consume a lot of time. Then the author moves on to the paragraph below.

ولو اقتصر المعلمون بالمتعلمين على المسائل المذهبية فقط لكان الأمر دون ذلك بكثير وكان التعليم سهلاً ومأخذه قريباً، ولكنه داء لا يرتفع لاستقرار العوائد عليه، فصارت كالطبيعة التي لا يمكن نقلها ولا تحويلها.

ابن خلدون At the moment I am reading Ibn Khuldun' s Muqaddimah. He often uses this term, استقرار العوائد. It's a sociological process to get used to a habit.

I don't find it abstruse.
بالمتعلمين بمعني و المتعلمين
مساءل مذهبية are questions which interest only one مذهب. The writer means that they learn Fiqh as a whole , not only one Fiqh school. Not only Abu Hanifa' s opinions for instance but also from other scholars and schools.

What does it mean? I find the Arabic passage somewhat abstruse. For instance:

- What does ولو اقتصر المعلمون بالمتعلمين mean?

- What does المسائل المذهبية mean? What would be an example of مسألة مذهبية?

- In the clause ولكنه داء لا يرتفع, to which noun does the pronoun in ولكنه refer? I assume the pronoun in عليه refers to the same noun, right?

- To which noun does the pronoun in فصارت refer?

I imagine I could figure out these points if I had the whole text or a large part of it. Since you have it, I wonder if you could help us figure out what this passage is trying to say, more or less, and we will try to help you with the phrase استقرار العوائد عليه.
