A continuación el texto:

Una de las cosas que más se reciente[n] por el momento es una ley sobre comercio electrónico, pero a mi parecer esto no impide que se desarrolle la actividad. Al contrario, facilita el poder empezarlas, por ello **se debe asesorar delicadamente** en este particular, siempre con una tendencia a las legislaciones más predominantes en el mundo.

@Manuel Taking your feedback into account, I've posted my suggestion.

For a law to be well-thought-out, it would involve the use of expert knowledge in the field.

A law can also be carefully considered (as David suggested) in the following dictionary sense:

"to think carefully about, especially in order to make a decision; contemplate; reflect on:"

The legal experts would be the ones doing the careful thinking and contemplation.

I think that the writer meant that "the e-commerce legislation is currently in a draft form".

IMHO, "en este particular" refers to the drafting of the e-commerce law.

Some context needed There is some ambiguity due to the lack of a broader context. Specifically with the first sentence:

"Una de las cosas que más se reciente[n] por el momento es una ley sobre comercio electrónico, pero a mi parecer esto no impide que se desarrolle la actividad."

Is the writer referring to the fact that e-commerce legislation was recently implemented or that it is currently in a draft form and is in the process of being implemented?

Also, what is the writer referring to with "en este particular"? Is it the drafting of the e-commerce law, which needs to be in line with the most prevalent legislation in the world? Or is it about obtaining advice as to how to desarrollar la actividad?

From what I understand, the writer is arguing that the fact that e-commerce legislation was recently put in force does not mean that it will hinder the development of e-commerce. He argues that it will make it easier to get things started and that this issue must be carefully assessed [or examined].

Creo que "delicadamente" allí no tiene mucho sentido ni en español. No me arriesgaría a poner "expert" salvo que se pueda deducir del resto del texto.

Thanks! Or perhaps replacing this legislation with it. There are various way to go about it. I edit and re-edit several times over after doing a translation, which always kills all my time. ;-)
