I love the idea of the Russian MID doing community outreach or engaging in educating the masses and raising awareness bla bla. I just don't believe it. What they are in fact doing here is sending folks out to PROMOTE the Ministry's position on these non-proliferation issues (or perhaps even compel those unwilling to toe the party line). But putting it this way would be undiplomatic, so I guess you are stuck with "raising awareness about" or "educating those pesky buggers on" whatever issues they are. Just don't call it "outreach," which would be totally hilarious. But I am sure you know that. Cheers, Angela.
