I think, it is out of context This fragment is the middle part of the whole sentence,
It starts from "Z tym wszystkim" and ends with "prerogatywy"
Something along the lines:
Taking everything into consideration (Z tym wszystkim), if the Grand Master had not been at the time bound by (this type of law), it would be enough (dosyć jest) in order to fill/staff the vacant (wakujące) (Komandorie...whatever the English name) that the Prior uses his prerogatives
