The Misha
: "I am sure"? There's no such thing as "the Russian Federal Migration Service of Chelyabinsk oblast," nor is there such a thing as a "raion" in comprehensible English. There are fairly common cliches out there for saying such things, and this isn't it.

Well fair enough, that should probably be "Russian Federal Migration Service FOR Chelyabinsk oblast" or "Russian Federal Migration Service, Chelyabinsk oblast", since the Federal Migration Service obviously serves the whole federation, not just the region
