An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

“WELCOME TO CLONMEL BOROUGH DISTRICT
The Municipal District structure was established under the Local government Reform Act 2014, based on the recommendations of the Local Electoral Area Boundary Committee set up for the 2014 local elections. The districts replace the earlier sub-county structure of town councils and local area committees. In Tipperary, the districts coincide with the electoral areas.
The Districts are not themselves legal entities, the county council being the corporate body. However, the members acting in district formation have certain powers relating to the running of their own meetings and with regard to operations and maintenance works within the district.
Clonmel Borough District is one of five within the county, the others being;

• Cashel-Tipperary Municipal District
• Nenagh Municipal District
