In this French-English manual for a rail cutting machine, the "douille de retournement" (p. 27) is rendered as "pivoting sleeve" (p. 68) (http://www.keysourcerail.com.au/wp-content/uploads/2013/04/M... Perhaps this is it?

Whether it is "pivot" or "roll" depends, I think, upon the range of movement that it supports.

I'm not convinced the English is right here but it's a start. I'm not even sure what it does. Maybe change the angle of a machine to compensate for an uneven floor?
