I have just found something specific to Institut de Cardiologie de Montreal: https://www.icm-mhi.org/sites/default/files/docs/CER/cir-mem... which suggests that the "I" could actually stand for "Internal"

If it stood for "comité de convenance institutionnelle de la recherche", surely it would be CCIR, not CIR. Are you sure your interpretation is correct?

Does this apply to all hospitals or is it related to a specific institution? It might make a difference.

It is for the Institut de Cardiologie de Montreal. The heading says "Comite Scientifique de la Recherche", however the next line reads "Reunion du CIR". I am wondering if this is a Research Committee rather than an Ethics Committee.
