I could only find the term being used as 書面添付制度。I don't know if it is the same thing as the one you are looking for, but I understand it to be some kind of WRITTEN GUARANTEE ISSUED BY A TAX COUNSELLOR/LICENSED TAX ACCOUNTANT FOR FINISHED GOODS/PRODUCTS.
