Whatever the reason, 'groundwork' is almost certainly not the right term here! We do of course talk about a 'ground' (cf. 'background'), but it's difficult here to even try and guess what they mean; it could be they are referring to the substrate on which the printing is taking place; but it might equally be referring to e.g. a flat area of dense colour. Unless you can glean other clues from the rest of your document, and/or find it in its original language (or find out the native language of the writer and attempt to find out by back-translating!), I'm afraid the only safe solution here may be to "ask the customer".
