I translated the sentence as such: Although there have been several initiatives geared towards formalising and securing the land rights of local communities, so far, these attempts have remained sparse and inconsistent with one another to make the most of these experiences.
The client remarked: ne pas être mis en cohérence ne signifie pas forcément qu’elles seraient incompatibles si elles étaient regroupées au sein d’un même projet par exemple, et les exploiter ne signifie pas la même chose que d’en tirer le maximum
For "ne sont pas mises en cohérence", I am thinking of "not consistently organised" or "not properly coordinated", but I think there may be better proposals.

I am aware that "general" is an addition, but I think the sentence makes more sense with it.

"cohérence" = internal consistency, absence of contradictions
if you want to turn a disjointed collection of separate rules / decisions / policies into something that will be generally applicable, you have to make a "coherent set of rules" out of them.
