I am having trouble imagining who the "beneficiary" of a marriage could be, other than the couple concerned, possibly their children, and whoever receives a dowry or the beneficiary of any other kind of payment (usually the parents, and they are already listed).
So I wonder it "ayant droit" is reversed, in a way , here, and refers not to the right to a benefit as such, but to a right to authority. It might refer to the authority of the tribal chief, say, to give consent (or not) to a marriage. National law might not even recognize such a person's right to refuse the right for two people to marry, or require his consent, but it might require his opinion to be given, out of respect for tribal law, hence "déclaration" as opposed to "acte de consentement".
