Looks like you are right... although unregulated and private are effectively the same thing, but I would go with unregulated because частный сектор exists as the normal term for "private sector"

The company in question is a large, partly state-owned company in the electric power industry. It occurs to me that it could be the "non-regulated sector"; does that sound like a possibility?
