Primary Inspection Kiosk

English Other Tourism & Travel Airport - customs and border control
Equipment at Canadian airports. Specifically, I'm trying to determine the definition of "Primary" in "Primary Inspection" with respect to customs and border control, and what the difference is between primary and secondary.

When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. If you feel a question marked 'easy' should actually be marked 'pro', and if you have earned more than 20 KudoZ points, you can click the "Vote PRO" button to recommend that change.

How to tell the difference between "easy" and "pro" questions:

An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Discussion

Mark Robertson May 9, 2019:
Lincoln, WADR, the definition and differences you seek are apparent and can easily be deduced from the texts linked to.

Primary means principal or main as all travellers pass through this inspection, which, inter alia, involves an automated triage procedure. Travellers who are flagged-up in the triage procedure are coded and referred for secondary inspection by a border agent. It follows therefore that the latter inspection is secondary in relation to the primary inspection because it is subordinate thereto, consequent thereupon and determined thereby.

Alison MacG May 9, 2019:
5.65 At ports of entry, the Agency follows a two-stage traveller control process, commonly referred to as primary and secondary inspection. At air and land ports of entry, primary inspection generally involves a line of booths staffed by border services officers, who interview people seeking entry into Canada. Officers at primary inspection either decide to admit an individual into Canada or refer them to secondary inspection for more detailed examination.

Clarification of CBSA Terminology
Primary Inspection Line (PIL) – describes a workstation where a driver and the CBSA Border Services Officer (BSO) first interact.
Primary Processing – describes a workstation where the PIL BSO may direct a driver if additional commercial processing is required. This is sometimes referred to as the “front counter” or “commercial counter”.
Secondary Processing – describes a workstation where the BSO may direct a driver after the PIL or Primary Processing and where examinations are conducted.

Alison MacG May 9, 2019:
Now you have clarified what you are looking for... ...some definitions

A) Primary Inspection Line (PIL)
The term “Primary Inspection Line” (PIL) refers to the point at which the person entering Canada makes a report of his or her person and goods. This is the first screening mechanism at ports of entry into the country.
...
B) Secondary Inspection
A secondary inspection is conducted to verify information or to conduct a physical examination, as a result of a referral from PIL

When travellers arrive at Canadian ports of entry, they follow a two-stage control process referred to as primary and secondary inspection. At primary inspection, BSOs scan travel documents, ask questions and make a decision whether to refer travellers and their goods to secondary examination for more detailed checks in customs, immigration, or both.

pg Neither of those links do anything to explain why it's called "primary" and how it differs from "secondary". I made it abundantly clear that I am looking for the definition of primary and what the difference is between primary and secondary, and the links provided are entirely worthless for that purpose, unlike Jo Macdonald's answer.

Primary could mean first in simple order; it could also mean first in importance. These things matter. Simply saying "primary is primary" is meaningless; it is completely unhelpful without an explanation of how primary and secondary inspections are different.

If you would like to make the assumption that I am an imbecile who doesn't perform the most basic research before asking a question, you are welcome to your own opinion, but don't expect me to share it.
philgoddard May 9, 2019:
Lincoln You seem to be rejecting Mark's helpful answer. He's right in implying that you could have Googled this yourself as a native speaker of English. The first hit tells you what it means.
Jo Macdonald May 9, 2019:
Automated border control systems (ABC) or eGates Mark's answer looks better than mine.
So, those gates that scan your passport and take your photo, then if that doesn't work secondary will be going to show your passport to a border control officer in person.
Lincoln Hui (asker) May 9, 2019:
Sigh. It's like asking why the sky is blue, and then be told that "The color of the sky is blue."
Mark Robertson May 9, 2019:
"If you arrive at one of Canada's busiest international airports, you can now verify your identity and make an on-screen declaration using primary inspection kiosks."
https://www.cbsa-asfc.gc.ca/travel-voyage/pik-bip-eng.html

After primary inspection, which is self-administered and on screen, some travellers are coded and referred for secondary inspection by an agent.

Is this really a translation question?

Hi Lincoln
As far as I can tell the primary inspection is where an officer checks your ID/passport and makes an initial assessment of whether everything checks out and you're not suspicious. If this is the case off you go. It's the booth where you show your passport, car registration, etc. If there is something in your papers that doesn't convince the officer or they are in any way suspicious you might be a mule, or other type of criminal, illegal entry, etc., you'll be taken to a secondary inspection area, which is presumably where they can strip search, X-ray people, take their cars/luggage apart, hold them for a period of time, things like that.

Upon arrival in the U.S. in the air/sea environment, individuals are generally required to present themselves to CBP at the POE’s primary arrival location (primary). At primary, CBP obtains information directly from the traveler via his or her presented travel documents (e.g., passport) and/or verbal communication between the CBP officer and the traveler.7For all individuals entering the U.S. at a POE, a record detailing the traveler’s border crossing is captured through TECS and maintained in the Border Crossing Information System (BCI). The information collected in primary is matched against the previously provided APIS information and any Subject Records, to the extent they exist.. At this point, CBP will collect any required forms such as, the I-94 Arrival Departure Record or FinCen 105 Currency/ Monetary Instrument Report (CMIR) (a Bank Secrecy Act report concerning the international movement of more than $10,000 worth of currency). These collections, in the air/sea environment, are not an event that automatically necessitates referring a person to the secondary arrival location (“secondary”). If the CBP officer at primary determines that additional inspection is needed, the traveler will be referred to secondary. A record of the referral and secondary inspection is entered into TECS as a Subject Record. During a secondary inspection, a CBP officer may run law enforcement queries through TECS and other systems on the TECS Platform. Regardless of the outcome of the secondary inspection, the CBP officer will create a record of the secondary inspection in TECS. If the secondary inspection results in a violation being discovered, then a record may also be created in SEACATS.

Preliminary checkpoint

No need to explain.
Peer comment(s):

neutral writeaway : how does preliminary equate with primary??? that does need explaining

Thank for your comment.
disagree AllegroTrans : Not an explanation, just a (half) synonym and not useful to asker

Thank for your comment.
disagree B D Finch : Yes, you do need to explain. However, an explanation might be difficult, as this is wrong. The primary checkpoint is, for most travellers, the only one encountered, so not "preliminary" to anything.
