"Darle cuello" a alguien means they either were killed or were fired (see examples provided in the websites and sentences below). Given your context, it's definitely killed. It's the equivalent of "off with his head."

Necked no significa lo mismo que dar cuello. To be necked es un golpe fuerte y algo humillante, pero no fatal. Este tipo recibio un balazo. Personalmente, yo no usaria necked.

Ahora bien, como la víctima fue asesinada de un tiro en el cuello... hay juego de palabras típico de ese tipo de publicaciones sumamente amarillistas que incluyen fotografías muy sangrientas. Lo peor de lo peor. No creo que se pueda respetar el funesto doble sentido del encabezado.
