Please refer to the first link where RJ explains: .... definition of "recurso de alzada" and to underscore that it is not an appeal to an intermediate appellate court, but rather an administrative appeal that must be filed to exhaust all administrative remedies, before taking the matter to the courts and filing a recurso contencioso-administrativo.

So although "administrative appeal" will most often be right, we do need to tread carefully, and the point I was making about country-specific questions and answers is reinforced.

This term needs in-depth country-by-country research. In Bolivia, which André mentioned, a recurso de alzada is an administrative appeal, made to a regional tax authority in this source, though I don't know whether it only applies to tax matters, and a recurso jerárquico is a further administrative appeal, against the resolución de alzada, to a national authority:

To your point about West: that entry cited by Mike is in an earlier version of his dictionary, and it doesn't mention any country in particular. Indeed, in his 2nd edition, he changed it to the following, which is clearly an improvement, at least with regard to Spain:

...So I can imagine that according to the legal definition for each country the result can be different...but in these two cases it seems that "administrative appeal" would be working.
