François is right: your question should read montant maximum de capital mobilier choisi and Phil is right about capital mobilier (he posted his answer as I was getting mine ready!).
The question is effectively about the amount of cover the applicant (« the individual seeking insurance ») wants to buy for their furniture, clothes, works of art, equipment, anything in the house/flat that can be moved (mobilier), except for what is specifically excluded. The amount of cover is one of the criteria used by insurers to determine the amount of the insurance premium.
So,
capital (assuré) = « sum insured » in the context of property insurance
mobilier= « personal belongings » OR « contents insurance », depending on whether your things are insured when you take them out of your home (« personal belongings ») or not (« contents insurance »). Rule of thumb, you need to check what your document says.

: if the personal belongings are not insured if you take them out of the address mentioned in the insurance policy. As for choisi, it refers back to montant, so the parsing isn't quite right.
