: Though possibly 'implantation', if they are (as I'd logically expect) talking about the way the services are laid out WITHIN the riser. But if they are talking about individual risers for each service, then that changes things;

: Important to note that the use of the singular form in English is because "service riser" is used adjectivally, not because it is a single service riser.

Discussion
I had originally pictured the latter, but then you added context with dry risers etc. tends to favour the former. Either way, one could be referring to 'the layout of the different services withon a single riser' OR 'the layout of all the various risers'.
Note that in some not-unrelated technical contexts 'layout' is often rendered by 'implantation'.
