Waste reservoir. Norma is normative, regulation...I just put that as thta's the beginning of the sentence. Thank you

Reservoir can mean lots of things. It can be an artificial lake, or a container. And what is "la norma"?
I thought maybe pre-sheathing and final sheathing. Since the other sentence is infracopertura e copertra finale. Thank you! :)
