English Medical Medical: Pharmaceuticals Packaging
This is found in a Drug List

Cepacol Sore Throat Lozenges 16 ct
Chlorpheniramine Maleate Antihistamine 100 ct
Cough & Cold for High Blood Pressure 16 ct

My question is that does it mean "count" and always refers to the number of tablets in a package in any cases?

Can anybody help me? Your assistance is much appreciated.

This abbreviation is largely confined to the US now, though we used it in the UK when I was young.

Outside the US I think you'd say (for example) "x 16" or "16 tablets" or "sixteen".
