So it refers to the tariff charged for a particular section (Schnitt)? That sounds plausible: I wonder if there's a similarly succinct English term for it.

Guesswork I think this has something to do with the charges/tariffs for the distance the freight is carried. For instance: the cost of freight carried from London to Leeds on a London to Edinburgh train.

The term "average shipment charges" appears quite often on logistics and rail freight websites

According to this, it could also be freight carried on international routes through countries that charge different freight tariffs:
Schnitttarif (int. Eis.) – wird anstelle von Entfernungen oder Frachtsätzen angewendet. Er besteht aus Schnitttafeln, von denen jede die Teilentfernung und/oder den Teilfrachtsatz von gemeinsamen Grenzübergangspunkten bis zu den Bahnhöfen der beteiligten Eisenbahnen enthält. Die Gesamtentfernung (der Gesamtfrachtsatz) wird additiv aus den einzelnen Teilentfernungen errechnet.

Der sogenannte "Schnittfrachtsatz" heißt auf Englisch "sectional rate", sagt es.
