"If he were in a hurry it opens up the interesting question why he should be in a hurry, since any letter posted up to early morning would reach Sir Henry before he would leave his hotel."

Should I understand this as any letter "send that early morning or before", or in another way?

Yes, you are absolutely right in your assumption - a letter posted in the early morning (or before that) would arrive before Sir Henry leaves.
