I can't think of the English word in the context of oil (other than possibly "removing oil from barrels"). I'm translating meeting minutes that mention "desembotellamiento" only a couple times:
"(...) se le concede el derecho a palabra el ciudadano XXX, de la Gerencia de Mantenimiento quien procede a informar estatus de los proyectos del plan de desembotellamiento."
"En materia de Inversiones indicó que se están evaluados dos escenarios en el caso del Mejorador se debe procurara su mantenimiento estableciéndose las siguientes prioridades: a) Confiabilidad Operacional, b) Parada de Planta, c) Desembotellamiento y d) Expansión, en caso de elegir entre (...)"

I don't feel the context is talking about the oil industry and its processes, but instead the industrial process itself and its decongestion or debottlenecking.

What I meant Seth was that "desembotellamiento" did not refer to something specific to the oil industry but something that applies to any industrial process.
