legal aid
Sometimes the government is supposed to provide certain types of medication to low-income citizens, but fails to.
In this case, the citizen contacts the "defensoria pública", which is a legal aid (or legal assistance) entity that enforces the law. The defensoria pública helps guarantee the rights of every citizen.
Here is a very interesting article about the role of the defensoria pública in Brazil:

The most important sentence in the article, in my opinion:
O direito fundamental à assistência jurídica integral e gratuita (...) é exercido pela Defensoria Pública

: Correto, mas pra que traduzir? Se é o nome de um órgão público é um nome. Fica como está.

Da mesma forma que é prática comum colocar uma tradução explicativa ao lado de ANVISA (National Health Surveillance Agency), acho essencial traduzir. Se deixar o termo em português, em um texto em inglês, ninguém vai saber do que se trata.

public assistance/aid
It may not be the correct translation of "defensoria", but I think this idea fits the context better.

: Desculpe, mas também não é isso. Não retrata a função da defensoria.

: The closest equivalent to a US target readership....I would put in a footnote explaining the concept of "defensoria" depending on the type of document and formality required.

Discussion
"Our mission is to provide highly skilled and competent legal representation to protect the fundamental rights of all individuals by vigorously and effectively representing indigent persons who have been determined by the Court to be eligible for our services."
indigent: poor, needy
Suponho que a pessoa que precisa do(s) medicamento(s) seja considerada indigente. Ou não?
According to the law, low-income families are entitled to certain types of medication. If law is being disrespected (ex.: if the high-cost drug program fails to provide such drugs), people seek the defensoria pública for help.
I'm glad the answer was somehow helpful. Good luck with your translation!
@Muriel,
I'm not sure if legal aid would be the perfect equivalent in English, but the defensoria pública is, indeed, a law entity that provides free legal advice:
http://justificando.cartacapital.com.br/2015/06/18/afinal-qu...
O direito fundamental à assistência jurídica integral e gratuita (...) é exercido pela Defensoria Pública.
I saw the translation defensoria pública = legal aid, legal advice in several websites, and it seemed very reasonable to me, but different opinions are always welcome.
"defensoria pública" "legal aid":
