Since I don't know what is written before what you have quoted, my take is that rounding is necessary only when the number of staff is a three digit figure or larger. If the number of staff is 4, then you are supposed to enter 4. (At least it shouldn't be rounded down to 0.) When the figure becomes large, it becomes less precise just like a digital scale (ex, 100g increment for up to 100kg and 200g increment for over 100kg).
