Very low confidence level, as though I am not guessing, I am proposing a term more usually used in a student context (to prove they have arrived at an internship, or a sister institution) here for example.

I can find no evidence that one has to sign anything (in the UK anyway) other than one's contract on starting work.

: no the document you give is a kind of checklist; the pv d'installation is a type of certificate saying X has actually taken up his/her post/precisely. Please look at my reference below :-)

Here is a definiton for the teaching profession

and this is an explanation for the medical profession.
Basically (and Marco's link shows one too), it is a paper signed by the employee and employer when the employee takes up his/her post. It is proof that the person has actually shown up for work and has started work. As some of the links mention, one of its major advantages is that once you have signed the paper, then the financial side (i.e. pay) can be set up so you are paid at the end of the month.
This is the Fonction Publique... I am not sure if it is the same in other sectors.

In answer to a query, the document "procès verbal d'installation" is not valid until it is signed by employer and employee. It declares ( Marco's link is excellent) that said employee has been "installé.e" in their post.
It thus declares that the employee, after appointment (nomination), has actually turned up, and started work, and as mentioned above, that s/he can be paid.
