twee aan twee samen handelend

This is a section in the Articles of Association delegating the authorities of various members of a company.

An example:

"Met betrekking tot aangelegenheden van preventie, gezondheid [...] worden de volgende machten toegekend:

a. het afsluiten van contracten [...]: aan de Directeur Duurzam Ondernemen of andere gevolmachitgden type B en de gevolmachtigden type A, twee aan twee samend handelend" [aplogies for any typos]

Is this the same as "twee [gevolmachtigden type A] gezemenlijk handelend"?

@Mark Indeed, that's what I think it means:
... to the Directeur Duurzaam Ondernemen or other B-type authorized representatives on the one hand and to A-type authorized representatives on the other, any two of them acting jointly etc.

...so basically it's the same as one X and one Y "gezamenlijk handelend"?

I would say this means any pairs (combinations) formed by one X (Directeur Duurzaam Ondernemen OR another 'gevolmachtige type B') and one Y (one of the 'gevolmachtigden type A').

So "twee aan twee samen handelend" would become something like "acting jointly, in pairs" or "any two of them acting jointly". See also https://www.proz.com/kudoz/french_to_english/bus_financial/4...
