The following passage is from a paper on ship maneuvering. How does the phrase '過去から現在に至る間に' translate in this context?

That is a very literal translation, but I think it is what it means. You will have to decide how to phrase it to fit your sentence. The sentence seems to be saying that this piece of the boat has been shaped by the water that ran through it since it has come into use, so its power depends on its past.

As the boat moves along
My suggestion would be that 過去 and 現在 refer to the boat’s position at two points in time (where it was and where it is now). The vortex is created by the boat’s (hull’s) movement. So literally ‘in the interval during which the boat moves from where it was to where it is now’ - you could put this simply as ‘as the boat moves along’ (perhaps oversimplifying, but at least comprehensible).

: Your translation doesn't connect well to the sentence that follows, which says 従って、揚力は、翼の過去の運動に依存する。I think the "past" needs to be mentioned.

Sure. I think the connection between the sentences is 運動 the notion of movement (from where the boat was in the past (i.e. moments before) to where it is now). This is picked up by 'Therefore, lift is created by the past (prior) movement of the wing'.

One way is to use the present perfect tense to show 過去から現在に至る間に, for example, "swirls that have been created from the past to the present".
