German to English Bus/Financial Computers: Software Business software

This is Austrian German, and occurs in this sentence:

"Das XXXX System ist bei XXXX outgesourct und wird dort betrieben. Basisseitige Belange sind demnach nicht Gegenstand des vorliegenden Angebotes, sondern werden separat (siehe beiliegendes Angebot zur XXXX remote Betriebsunterstützung) beauftragt."

So a software system here is being outsourced and operated by an IT company. I'm not sure if "basisseitig" here means "basic" or "on the part of the outsourcing company," or something else.
