Dicho bien comprende, por esencia y en primerísimo lugar, el reconocimiento y protección de los derechos fundamentales, los que “hacen a la perfección del hombre. Sounds religious to me This is a quotation from a book by the distinguished Uruguayan law professor and politician Mariano Brito, who was, perhaps not incidentally, a member of Opus Dei.

The phraseology is quite similar to Ephesians, 4.12-13. Here it is in the original Reina-Valera version:
"12 Para perfección de los santos, para la obra del ministerio, para edificación del cuerpo de Cristo;
13 Hasta que todos lleguemos á la unidad de la fe y del conocimiento del Hijo de Dios, á un varón perfecto, á la medida de la edad de la plenitud de Cristo:

And King James:
"12 For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ:
13 Till we all come in the unity of the faith, and of the knowledge of the Son of God, unto a perfect man, unto the measure of the stature of the fulness of Christ:"

And the International Standard Version:
"12 to equip the saints, to do the work of ministry, and to build up the body of the Messiah 13 until all of us are united in the faith and in the full knowledge of God’s Son, and until we attain mature adulthood and the full standard of development in the Messiah."

make man complete

I don't think it means perfect - no one would claim that man is perfect. I think the idea is that you can't be a complete human being or lead a full life without these fundamental rights. That's why it says "plenitud" later on.
