in this context the point is in the safety of the living, as underlined by "... will determine the degree of hazard"
at best, dead bodies are health hazard, but when contaminated with radioactive substances, infectious germs or poisons, "appropriate disposal" = "safe enough method of disposal" becomes a priority.

strictly speaking this is more an explanation for "disposal" but here "disposition" is in fact an euphemism for "disposal".

: I think you are reading too much into the sentence in terms of what the hazards might be. It could simply mean keeping a decomposing body on site.

"will determine the degree of hazard" + context "Military / Defense" (in plain-speak: all sort of weapons could have been used to turn someone into "remains") ... sounds like useful clues to me!
