Если имя и фамилия имеют латышское происхождение, окончания сохраняются. Если имя и фамилия имеют русское происхождение, при переводе с латышского языка окончания отбрасываются. В данном случае, не можем перевести имя Петерис, как Пётр, т.к это латышское имя, и фамилия тоже.
