I understand that this would mean "rapporteur" in the usual contexts. But this being a Tunisian document, with idiosyncratic French-Maghreb-Berber-whatnot-imbued terms that make a mockery of Modern Standard Arabic or Arabic tout court, it seems that the context refers to something else than "rapporteur". The context concerns taxation. Here are a couple of sentences for contextual reference:
