I don't know; but above the text says the building will have two underground levels and 8 above ground levels, so I think it should be the overall height because 28.5 metres down the ground sounds unlikely, at least to me...

By "profondeur paroi" do you mean overall height, or is this the depth in the ground?

This document looks promising. Water membrane obviously protects the inside of the building and will go a long way below ground level. Good luck with the job.
