To be more precise, the "SM" is used as a unit for calculating different government charges and is usually expressed as "días de salario mínimos".
For example, one of the items is "LEGALIZACION DE FIRMAS O APOSTILLA POR CADA UNA", where the Tarifa SM column reads 1.8 and the Pesos column reads 115.
115 divided by 1.8 equals 63.88 (pesos), which (scandalously) seems about right for the salario mínimo in Colima in 2014.
In Mexico, rates for government charges are nearly always tabulated as (number) x (salario mínimo). This means that they don't have to change the tables in the regulations every year for inflation, they simply increase in line with the minimum wage.

I'm not entirely sure when this happened, but in Mexico City, this reference unit has now been replaced by the "unidad de cuenta":
