All electricity customers in any locality are supplied via the same electricity distribution network. The introduction of competition into the electricity supply market brought a need to be able to settle the energy consumed by customers of the various competing suppliers. Having to change metering equipment to be able to change supplier is viewed as a barrier to competition, and for this reason, although having to install interval metering equipment to be able to change supplier has been permitted during the transition phases – and having to wait until interval metering has been installed before any change to a competitive supplier takes effect - it is not acceptable for such a requirement to exist at the final market opening stage.
The obvious answer would be to install interval metering in all customers’ premises to provide accurate consumption data for each settlement period. Especially at the time of market opening in the first states to introduce competition in electricity supply, the cost of such an exercise would have been prohibitive. Since those early days, both the actual cost of interval metering systems and the relative cost of interval metering systems when compared with that of non interval meters have considerably reduced.
