As it stands, this term is ambiguous. Also, be careful with the term "function" which is the heading under which it falls. The term describes what a person does, not who he/she is. Bear in mind that distinction is not always respected however!
For example, "sec" may be short "secrétariat" rather than "secrétaire". The individual is probably effectively acting as a "company secretary" in the UK corporate meaning of the term. It is a senior executive position and usually a board position, although not always.

The reason why you may feel more comfortable if you get the non abbreviated terms from your client is to avoid making guesses, even educated ones, which could lead you a long way away from what is meant.

"secrétariat (sens 'corporate') hors conseil directeur"???
Could this mean that the individual carries out company secretarial duties, with the exception of board (for 'conseil') meetings? A possible, even likely reading.

Why is "directeur" singular? Is it just for economy of space? Or is shorthand for "de (la) direction"?

I am sure that "sec. hors cons." = secretaire hors conseil (see entry in pdf below), and this seems to be a secretary to the board who is not a member of the board.

However, how this is best expressed in English and whether it is an established role in corporate governance, I am not sure, nor am I sure how it is best expressed paired with "director".
