Estoy traduciendo un comunicado de prensa del Banco Central de Venezuela:
"“Pretendemos romper el modelo de control de cambio conocido, que tuvo su momento histórico. El nuevo sistema cambiario, como lo planteó y diseñó el presidente Nicolás Maduro, es un **sistema de captación**, inversión y administración **de divisas** que tiene la facultad de generar flujo de capital para el país”, señaló Pérez Abad durante la alocución."
Hasta los momentos tengo: foreign currency attraction system, pero no me parece terminología técnica.
¿Alguien sabe cómo se diría en inglés? La idea es que entren divisas al país.

Can somebody please explain to me why this is deemed "not an economic expression"? I'm honestly baffled.
