Ordnett is neither the Bible nor very precise. You may want to use "cash voucher" or something similar for "kassebilag".

Thanks. But the next big challenge is that "kassebilag" is used a few lines below "memorialbilag" and the former is defined in Ordnett as "journal voucher" ...

Still widely used .... This refers to an accounting item that is "internal", not resulting from a transaction. One example is posting of accrual, for which purpose you would take a piece of paper and write the accounting details along with the reason. This paper would then be the voucher for the accounting – the memorialbilag.
