Asker Please provide context - no word exists in isolation but within its surrounding text and context - if you don't provide this we cannot gauge the meaning

Selon le contexte, on peut penser à "financement présoutirage", "financement préexploitation", mais il y a d'autres possibilités.

Another possibility: PRE-OFFTAKE

@Asker,
As Tony says;more context would shed some light on the meaning.

@ Asker In common with most of your questions to date, it would almost certainly help if you gave us some surrounding context in which this term appears.

In particular, I note your question term is not hyphenated, while in the body of your question, you seem to have hyphenated it; this is important, as it might indicate you are making an assumption about the parsing, if the source text is NOT hyphenated? Personally, I would have assumed the sense required 'pre off-take' — which is why your confirmation on the above point + surrounding context would be immensely useful!

On Google, all possible permutations of hyphenation can be found! However, at least one ref. I found mentions 'off-take' and 'on-take' together, confirming my original suspicion that, at best, this is a 'pre- off-take', and that 'pre-off' on its own is meaningless.
