The context is an investigational committee for a large company. The CEO of a contracting company is being questioned, and the person questioning him is praising his work at first; then, "Em seguida, levantou a bola para o empreiteiro cortar: [...]" (followed by his next question).

I'm wondering if there is an equivalent expression for this in English, and what the "cortar" bit refers to.

Yes, that makes a lot of sense. The speaker has set the other person up, who goes on to deliver the blow as you say, Matheus.

Agree Yes, I also understood it like that. It was a "teamwork": one of them was setting the stage so that the other could deliver the blow.

The speaker is talking about the positive work that the contracting company has done. He then "levantou a bola..." and goes on to ask the contractor CEO a series of quite direct questions about alleged misconduct in the company.
