The following phrase describes a judge who refuses to exploit political connections to get promotions and therefore fails to advance in the judiciary. The context is Lebanese:

القاضي الفاشل "الحنبلي" الذي يلازم محله ولا يتطوّر بفعل تصلبه وسوء تعاطيه مع الواقع

What does حنبلي mean here? It looks like it may be borrowed from Lebanese colloquial Arabic.

But the expression Hanbali went in our culture wider than its first Islamic meaning and I believe we should not take it in a puritanical way!

Also in this context (according to the idiot who wrote the comment) the "Failure Judge who is strict like a Hanbali" stays in his place and never develops due his "stiffness" and bad reading of reality. And as a Lebanese I know exactly what it means, it means that this judge decided to hang on to what is right and refused to kiss the hands and feet of corrupt politicians to advance.

The person who wrote that comment is a pure idiot and/or a pure racist. He is accusing the judge to be a "failure" and a "Hanbali" as a slander. A Hanbali is a Muslim Sunni who follows the Hanbali school of fiqh (one of the four prominent ones among Muslims, read more in this link).

It is sometimes used by ignorants/anti-Sunni/Anti Muslims as an insult to highlight that this person is being "strict" on a matter as a Hanbali (who are usually closer to practicing the right teaching of Islam compared to other groups.)
