I would assume one could translate the phrase below as "the amounts that are recovered without justification (?) shall be subject o a "khattia" of 0.5%..." It seems from the context that "khattia" could mean penalty after all... not sure though...
وتطبق على المبالغ التي ترجع دون موجب خطية بنسبة 0,5% عن كل شهر أو جزء منه
