Medicina não é minha especialidade, então não me sinto à vontade para sugerir uma resposta. Mas pelo que eu vi a "notation" diz respeito a riscos da substância, especificamente em contato com a pele. Por isto citei "skin notation".
A "notification" a que a Teresa se refere abaixo é uma espécie de autorização para comercialização e não um aviso de substância perigosa. A sugestão da Muriel está mais nos conformes, IMO. Ainda assim, usa-se o termo "notation" em inglês e não é preciso 'inventar'. Não é uma tradução literal, mas sim correta.

The number of substances has continuously increased over the years, whereas in 2009 only 24 substances were reported, 41 were formally notified in 2010, 49 in 2011 and 73 NPS reported in 2012. In 2010 and 2011, about two thirds of the newly notified substances reported were synthetic cannabinoids or synthetic cathinones.

For me, "com notação" has a connotation of rating, classification, or assessment. That they are hazardous is understood.
